Logistics Support Facility Management Activity (LSFMA)


MH-47Support Systems Associates Inc., Melbourne, Fla., has been awarded an indefinite-delivery/indefinite-quantity, multiple-award, firm-fixed-price contract (W58RGZ-13-D-0047) with a maximum value or $1,500,000,000 for services in support of Army Aviation program management. Work location and type of appropriation will be determined with each order. The Army Contracting Command, Redstone Arsenal, Ala., is the contracting activity. Contract provides manufacturing, integration and technical support to all government agencies, including: PEO Aviation Program Managers (Redstone Arsenal), 160th SOAR, USAF, FBI and Other Intelligence Agencies, State Department, FMS, and more. LSFMA supports 28 different customers.


Contract Scope

The nature of the LSFMA contract, as defined by the Performance Work Statement (PWS), is to provide a wide scope of capabilities supporting all aspects of US Army aviation. The required capabilities span engineering, logistics, documentation, supply management, modification, repair, and training, and include activities that can be conducted in an LSF hanger, in other Government facilities, in engineering offices, and on-site at operational locations. There are 21 major mission need areas and logistics support functions defined in the PWS. These include:

  1. Repair and overhaul of avionics and ancillary equipment
  2. Fabrication of individual supply items and kits
  3. Perform sustaining logistics up to/including depot overhaul at an LSF facility or other sites
  4. Technical support for aircraft and end items, including on-site visits
  5. Modification, maintenance and repair for aircraft and systems, including on-site visits
  6. Perform installation of mission equipment at the LSF facility or on-site
  7. Acquire, store, package, and ship Bill of Material (BOM) items
  8. Provide Non-Recurring Engineering (NRE) and systems integration services
  9. Conduct NRE and reverse engineering for end items
  10. Recommend and perform Engineering Change Proposals (ECPs)
  11. Perform de-modification, disassembly, and reconfiguration of aircraft and systems
  12. Prepare, update, amend and provide current technical documentation
  13. Provide training development and support
  14. Prepare and deliver Integrated Logistics Support (ILS) data
  15. Order and provide publications from military and commercial sources
  16. Perform technical analysis associated with ILS and Human Factors
  17. Receiving, issuing, packaging, handling, storage and transportation services
  18. Aircraft modification Trade Studies
  19. Non-Destructive Inspections on equipment and components
  20. Perform New Equipment Training Team (NETT) fielding
  21. Rapid manufacturing of aircraft kit components
